Ministerial Order No. 354/2019 of 7 October defines the training curriculum for personnel assigned to Municipal Civil Protection Services (SMPC). This legal instrument establishes that individuals performing duties within the Municipal Civil Protection Services, with the exception of the Municipal Coordinator, whose required workload is more extensive, must attend training with a minimum duration of 100 hours, organised into one or more training cycles. The respective study plan is determined by the training entity in accordance with the subjects requested by the employer, as specified under code 861264 of the Civil Protection Technician Training Framework in the National Qualifications Catalogue.

Programme Content
Legal framework – civil protection (25 hours); logistics in emergency response operations (25 hours); public awareness and information (25 hours); emergency planning (50 hours). Each unit will be delivered independently, allowing participants to either complete the full 125 hours or select only the UFCD modules corresponding to the 100 hours legally required.
